Ros Jones - CBE

Mayor of Doncaster

Ros Jones has served as Mayor of Doncaster since 2013 and, following her re‑election in 2025, is now serving a historic fourth term.

A lifelong Doncaster resident and a qualified Chartered Public Finance Accountant, Ros brings extensive experience from both the public and private sectors. She was first elected as a Labour Councillor in 2006 before becoming Doncaster’s directly elected Mayor in 2013. She is also a member of the South Yorkshire Mayoral Combined Authority, helping to shape strategic economic growth across the region.

Since taking office, Ros has led Doncaster Council out of Government intervention ahead of schedule and driven wide‑ranging improvements across the borough. Her leadership has supported economic recovery and growth, job creation, major public and private‑sector housing delivery, and improved outcomes in education and skills.

In recognition of her contribution to public service, Ros was appointed a CBE in 2017 for services to Local Government.

A central priority of her current term is the reopening of Doncaster Sheffield Airport - a transformative project that will unlock new jobs, attract investment and accelerate economic growth for Doncaster and South Yorkshire.

Doncaster continues to build momentum around key growth sectors including rail, logistics, advanced manufacturing, engineering and green technologies, positioning the city as a powerful destination for investment and innovation.

 

Damian Allen

Chief Executive, City of Doncaster Council

Damian is Chief Executive of City of Doncaster Council, providing strategic leadership to support the city’s ambitious regeneration, growth and investment agenda. Prior to his appointment, Damian held the Council’s statutory Chief Officer roles for Children’s Services (DCS) and Adults’ Services (DASS), bringing significant experience from across public service delivery.

Since Doncaster achieved city status in 2022, Damian has championed a regenerative, place‑based approach across Team Doncaster, aligning partners, communities and businesses around shared ambitions. This approach underpins the mayor’s long‑term borough strategy, Doncaster Delivering Together, which sets a clear 10‑year vision centred on Thriving People, Places and Planet.

Damian’s current focus is on delivering the Mayor’s Great 8 priorities, including driving inward investment, strengthening Doncaster’s position as one of the best places to do business, creating good jobs, developing skills for life and work, and building the transport and digital connectivity needed to compete nationally and internationally.

Working closely with regional and national partners, Damian plays a key role in positioning Doncaster as a confident, investable city with the leadership, capacity and vision to deliver long‑term, sustainable growth.

 

Lee Tillman

Executive Director for Policy, Partnerships & Investment, City of Doncaster Council

Lee provides strategic leadership across the Chief Executive’s Directorate and brings 30 years’ experience in local government to the City of Doncaster Council.

With three decades of public‑sector experience in Doncaster, Lee has worked across a wide range of services including planning, economic development, education and skills, and policy and performance. Since December 2024, he has served as Executive Director for Policy, Partnerships & Investment, playing a key role in shaping the city’s growth and regeneration agenda.

Lee’s portfolio spans business growth and inward investment, sustainability, strategic partnerships, corporate policy, performance and transformation, data and intelligence, human resources strategy, and customer services. His work focuses on creating the right conditions for investment, supporting innovation and delivery, and ensuring Doncaster is well‑positioned to work effectively with regional, national and international partners.

 

Jonny Bucknall

Head of Economic Development, City of Doncaster Council

Jonny is the Council’s Head of Economic Development and has over 25 years experience in local government.  He is responsible for Business Doncaster (the council’s business support and inward investment function) Visit Doncaster (the council’s destination management and events function) as well as economic policy and external funding.  Jonny led the development of Doncaster’s new city centre strategy and refreshed urban centre masterplan, and is also delivering neighbourhood renewal through the deployment of over £100m of government funding.

 

Alex Dochery

Investment Team Manager, Business Doncaster

Alex is the Investment Team Manager at Business Doncaster, Doncaster Council’s Economic Development arm. Business Doncaster acts as a front door for commercial developers and investors, with the team responsible for attracting inward investment into Doncaster, supporting indigenous business growth, and promoting Doncaster as the best place to live, work and invest in.

Passionate about economic development and making a difference to local communities, Alex has been in local government for ten years having entered the sector through the Local Government Association’s National Graduate Development Programme (NGDP). Before working at Business Doncaster, Alex held a joint post with City of York Council and York and North Yorkshire Local Enterprise Partnership (now York and North Yorkshire Combined Authority).

 

Victoria Clark

Sector Growth and Investment Team Leader, Business Doncaster

Victoria is the Sector Growth and Investment Team Leader at Business Doncaster, the City of Doncaster Council’s Economic Development department. Victoria’s aim is to attract inward investment into Doncaster as well as support existing businesses to develop and prosper. 

Victoria joined the City of Doncaster Council 5 years ago to help shape her home city, with over 15 years’ experience in the private sector in a variety of supply chain roles.
